West Allis - Under separate plea agreements, two men are serving sentences for sex-related crimes.

Konrad Peters, 29, Milwaukee, was convicted of throwing packages containing a sex aid at West Allis girls and watching their reactions. He especially targeted two 13-year-old girls, one of whom was frightened and was not allowed to go outside alone after the incidents, according to the criminal complaint.

The offenses happened in the area of National Avenue between 72nd and 78th streets and 62nd and Lapham streets.

West Allis police also found videos of those girls and other teenage girls apparently taken on their way home from school, the complaint says.

Peters pleaded guilty to two counts of stalking a child with the remaining two counts of disorderly conduct being read into the record and used for sentencing purposes.

Milwaukee Circuit Court Judge J.D. Watts sentenced Peters to 18 months in prison on each of the two stalking charges to run, consecutively. Each sentence also includes three years of supervision. Peters will not have to register as a sex offender.

The other defendant is Aron Arvelo, West Allis, who was charged with secretly recording female co-workers at the Milwaukee County Jail, where he was a guard. Arvelo was accused of leaving a video camera in the women's changing room at 949 N. 9th St., and of placing a video camera in the Milwaukee Area Technical College parking garage in a location that he hoped he would get a view up the skirts of women parking there, according to the criminal complaint.

Arvelo pleaded guilty to capturing a nude image, to two counts of invasion of privacy and to one count of disorderly conduct.

For taking nude videos, Milwaukee County Circuit Judge Timothy Dugan gave Arvelo 12 months in the Milwaukee County House of Correction. For the invasion of privacy charges, he gave Arvelo nine months in the House of Correction on each charge and then he gave Arvelo 90 days for disorderly conduct. The jail terms will run consecutively.

He also will have to pay $801 restitution to one of the victims and $675 to the other. In addition, he will have to register as a sex offender.
